And 10 O'Clock is still very early on a Sunday. Also just because bell ringing is a long held tradition does not make it a good thing at all, it's basically noise pollution and the church gets away with it carte blanche. So long as they ring a reasonable hours (the times of the church services for example) they are hardly being unreasonable.
